Cycle #59 (Proof of Burn)

Due to an issue in Stacks 2.2, stacking was disabled with the activation of Stacks 2.3.

The means no pool during cycle #59, no action required. We just need to wait for Stacks 2.4 that was activated on May 27th, 2023. Back to stacking for cycle #60.
