Perhaps a better solution would be for telecom companies to compete on the same frequencies for a single network on a territory, essentially whoever installs the best cell antenna in a given area keeps the most clients connected and their money, like mesh Wi-Fi, all AP's give the same signal, but clients stay connected to the strongest one, that one would get the money, instead of each competitor having their own whole network on their own frequency.

Also, let’s ban data caps.

it does not solve any congestion issues. If everyone decides to use their caps at the same time, there will be problems. Either you limit the speed to accommodate the bandwidth, or you are simply milking your customers for cash. Simple as that.

An alternative would be to charge for priority tiers, like QoS based on clients, that would ensure maximum network utilization as an added bonus.
